Cheap, generic inner tubes are often made by taking a flat strip of rubber, rolling it into a tube, and gluing the edges together, which creates a heavy, uneven seam. Under pressure, that seam becomes a rigid line that resists stretching, causing the rest of the tube to expand unevenly, which leaves thin spots vulnerable to flats.

Can I use this specific Race 28 Wide tube if my tyres are marked 700x35c or larger?

No, this model is custom-mapped for a maximum expansion boundary of 700x32c. While high-grade butyl rubber has excellent elasticity and can technically stretch to fill a larger space, forcing a 32c tube up to a 35c or 38c gravel casing will stretch the rubber walls far too thin. This drastically drops your protection against pinch flats, makes the tube highly vulnerable to small trail thorns, and can cause the base of the valve stem to rip away under high torque loads.
